DESCRIPTION

Allocate and initialise a descriptor for a SafeArray.

PARAMS

cDims [In] Number of dimensions of the array.

ppsaOut [Out] Destination for new descriptor.

RETURNS

Success: S_OK. ppsaOut is filled with a newly allocated descriptor.

Failure: An HRESULT error code indicating the error.
